Eligibility Criteria

• Must be a for-profit business
• Must have 500 or fewer employees
• Must be at least 51% U.S. owned
• Principal Investigator must be primarily employed by the small business
• Must perform work in the U.S.

Participation Commitments

• Must comply with new foreign involvement rules
• Detailed application process required for companies with international ties
• Proposal caps will be implemented starting in fiscal year 2027 to prevent excessive applications.
