Eligibility Criteria

• Business must be located in the City of Norfolk
• Business owner must be low-to-moderate income (LMI) at time of submission
• For Microgrant: Must have 1 to 3 years in business and at least one year of documented revenues
• For Micro Enterprise Grant: Must have 2 to 5 years in business and at least two years of documented revenues
• For Reimbursable Grant: Must have been in business for 3 to 10 years and at least three years of documented revenues
• Must have no more than 5 employees for Microgrant and Micro Enterprise Grant
• Must have less than 50 employees for Reimbursable Grant.

Participation Commitments

• Items purchased before the contract agreement is executed are ineligible for reimbursement
• Recipients of the Reimbursable Grant must hire one full-time LMI Norfolk resident
• Must be up to date on all City taxes.
